In 1860 a typical civil war soldier would earn 10.00 a month as a good wage and that is one reason everyone ran to the Gold Rush to find gold because they could earn more and get rich. Even as late as 1968 the minimum wage was 1.68 an hour, so it has come up a bit. Yet, the price of everything is also higher and at today's wage it is still hard for a person to earn enough to meet all the bills they have just to live.

So once people started to notice it becoming a problem, they made it against the law for workers to not be paid no matter what age. Three year olds are too young for formal "teaching" but they are ready to learn their colors, they may be ready to learn letter and number recognition but all this needs to be done as "play". A three year old has a very short attention span and should be spending time climbing, running, building with blocks, improving fine motor skills, in preparation for formal education beginning around age 5.
