How do you map a keyboard as a controller?

I have seen programs that allow you to map controller buttons to keyboard keys but I would like to do the opposite, ie. make a keyboard act as a USB controller, allowing me to map in game functions to the keys without it mapping as "A" key but instead as "BTN 1" or something similar.

Preferably would like to do this with a numpad so I can make a custom controller without the buttons on it registering as the numpad keys.
