If it' has a wheel on the bottom, remove the retainer ring, then clean the three wheels inside. Use a cotton tipped stick dipped in alcohol to clean the wheels, then clean the ball. After everything is dry, put it all back together.

The retainer ring is easy to remove, just turn it counter-clockwise a few degrees.

The settings need tweaking. Try the Logitech Control Center software or something like Steer Mouse.
