If you always receive popups, regardless of the website you are on, which look to be from the same ad company, than you probably have adware on your computer. Check you installed program list (Revo Unistaller is good, but you can use almost anything, including Add/Remove programs in the Windows Control Panel) to check for any programs you do not recognize.
