You will need a second battery in series with the first battery to produce the 24 volts DC. To keep it charged the series connection will have to be manually changed to a parallel connection.

If you have voltage at the battery, test voltage at the connectors, then the relay, then the fuse box.

Hot cords I assume you mean the cord itself is hot. Yes, this happens when you are either putting to much load on the cord or are using too light of a cord on too long a distance. The cord usually at the plug can melt and then short out. Fire a very real possiblitiy

If a true RMS meter is used, the output voltage will read the same with or without a capacitor. Yes, a space heater can be plugged into any outlet. Depending on what else is drawing current on the circuit will govern whether the circuit will trip or not. If the heater is plugged in and the circuit does not trip it can be left plugged as long as it is needed. If the heater trips after a few seconds, then try another outlet.

Yes, this is known as a parallel connection. When wired in this configuration you will get double the amp/hours out of the batteries over just using one battery. Batteries connected in series results in the voltages being additive. Batteries in parallel results in longer amp/hour capacity.
if it is a big power wire ( same size as the battery cable ) then it is the earth wire you should find that the battery has one wire going directly on to the engine or chassis
there are different arangements the negative wire could be coming directly to the starter and if this is the case then the wire is just earthing the engine but in a lot of cases the starter is getting its ground from the engine and the engine gets its ground from the battery
