This might vary state to state in the US. But in many places, they can sell these in the gift shops in common areas of the facility. Independent living means just that, residences for people who are entirely capable of self care, doing their own shopping and cooking, but with meals available if desired. They live in a protected, no or low maintenance environment with help on hand for emergencies, but they are independent adults with access to all things other independent adults have in any other setting.
