What was the capital of Germany before Berlin became the capital?
The capital of West Germany was Bonn. While the capital of East Germany, former communist DDR (Deutsche Demokratische Republik) was East Berlin, separated from West Berlin by the famous infamous wall.
You have to realize that after WWII, Germany had been divided in two parts. The eastern part of it was a republic under communist Russian Administration (DDR) and the western part (Bundesrepublik Deutschland) was under allies (USA & Europe) administration, but a free democratic republic indeed. Starting that time, but in 1961, after the cold war erupted, the Berlin wall was built, and Berlin became a true island within East German territory that had to be supplied by air only (the Berlin Airlift).
That's why West Berlin could never be the Capital of West Germany at the time, but after communism fall and reunification of both Germany, German federal government transferred back to the reunified Berlin, former capital of Germany.

Unfortunately, yes.
As a general rule people who hate a particular race, religion or creed do so because of fear or ignorance. It is also encouraged by people with an agenda against that group, using propaganda, half truths and lies. Hatred also underlies much violence in the world. If people stopped exerting so much energy toward hating people who are different, they might just have the energy to rebuild this world to be a happier place.

Why do you think there was not more support for democratic governments in Italy or Germany?
IMPROVEMENT
In both countries the parliamentary democratic system was unable to cope effectively with the growing pressure of nationalism and (in Germany) of revanchist and racial attitudes of some extremist movement .
This situation had been triggered by the economic crisis of which both Italy and Germany were affected, but it was originated by communist and socialists political organizations which aimed to impose by all means (democratic or revolutionary) the bolshevism to the country.
For the financial, military and industrial establishments of both countries, that would have been unbearable, so that
they decided to support and finance more or less openly, the right extremists.
This policy led them to win the elections, in Italy in the early 20s, in Germany in the early 30s, thus officially allowing the parliamentary democracy to further exist, but of to be soon replaced by the dictature, based upon the violence, though more or less concealed by means of many accomplishments in economic and social welfare of the people.
