Yes they do and I once saw it happen while buzzing around in harbour one day. A bunch of seagulls were making a commotion and all of the sudden a seal jumped out of the water and snatched one, dragging it down. My captain then told me that the seals around here move their tails close to the surface of the water and try to imitate a fish. When the seagulls come in to inquire, he then turns and strikes. Of course, their diet also includes other things and I've only seen it happen once, so I don't think seagulls are a large part of their diet.

Gulls use just about anything that insulates , usually stringy objects , feathers , shredded paper , plastic , straw , thin branches , pieces of cloth. They tend to use less man-made objects the further away from civilisations they are.
