Yes they do and I once saw it happen while buzzing around in harbour one day. A bunch of seagulls were making a commotion and all of the sudden a seal jumped out of the water and snatched one, dragging it down. My captain then told me that the seals around here move their tails close to the surface of the water and try to imitate a fish. When the seagulls come in to inquire, he then turns and strikes.
