2) The Nazis used a tactic of deception, right up to and including the last few minutes in the gas chambers, which were presented as showers. Very few people were aware of what the Nazis were perpetrating. What was happening was unprecedented and inconceivable even as it was going on.

3) The Nazis would punish any resistance with disproportionate retaliation. People hoped that they could avoid this by doing as they were told.

Many were put in camps, many were killed and many died from deceases like typhus and extreme malnutrition, especially at the end of the war, when concentration camps did not get the necessary supplies and were evacuated geographically from one location to others, which were not exposed to immediate war activities. Many of the inmates were used and abused as laborer for the production of essential goods, weapon systems and war materiel. So, it would have been actually rather counterproductive for the German regime, to assume that they had the sole plan of killing all the concentration camp inmates.
