I am assuming that the stove is not in use at the moment? The answer is baking soda! Dampen a paper towel and sprinkle the baking soda on it and start rubbing on the soot. The soot will loosen immediately, and it is a simple matter to wash the baking soda off. An added advantage is that the baking soda is a natural product that will not scratch the glass and won't leave a chemical smell.

The baking soda is an excellent cleaner for plastics also and will not remove the finish of coated plastics.

Another method I've used on occasion is to clean the glass 10 minutes after lighting a fire. If you time it right, the soot will come right off with just a wet sponge or scouring pad - no special cleaners necessary. Of course, if you wait too long, it gets too hot to touch, so you need to do it early.

However there are products you can apply on the inside which form a waterproof membrane on the inside, such as UGL's Drylok. It definitely improves your basement and prevents moldy, musty smells etc. Follow the directions for the product you choose.
