You can access 3G data if you are in an area where there is a tower that supports 3G. All about the coverage. you can call and ask your cell phone provider if you get 3G coverage. Often it will even be displayed on your phone as 3G or HSPA.

You should continue to make min. payments on your account. If you don't, it will effect your credit rating and it is much harder to repair your credit than get a credit for the payment you made from the credit card company.
It depends. You have a right to not pay for the disputed amount on your credit card. This is under the Fair Credit Reporting Act, I believe. They can not use this nonpayment to negatively affect your credit or your account. (I took a class on this in law school)
However, if you already had a balance, you still need to make payments to cover that. Withholding payment only applies to the portion you are disputing.

Mine (and iPhone 3GS running the latest iOS) takes about two minutes from a complete reset and about thirty seconds for a normal turn on. But I think it depends on how many apps you have installed on your phone. I have about 200 apps so it may take longer than usual

When a video starts playing (any video, from your iPod, YouTube, Camera, etc.), the controls disappear so they don't obscure the video. To see them, simply tap the screen once. After a few seconds, they will again disappear. If you see them and want them to go away sooner, you also tap once.
As for recording videos with the camera, you cannot pause the recording of the video. You can only record uninterrupted videos, meaning one video file will be made from start to stop.
