hair dryer at first for at least 10 mintues, then it should light up, then let it sit in a sunny window tilted so that water can drip towards the bottom and get out if neccessary. after it sits in sunny window for at least 2 hours, plug into your computer. You should see some activity. If its not totally better, hair dryer again, and if its really bad, but it in a bag of rice. It will absorb all the moisture. My ipod has been saved 3 times with this method. if nothing else works then let it sit out and dry for a few days.

Can you connect an iPod touch to a PC computer?
You should be able to connect your ipod-touch to your PC computer, you will want to have itunes downloaded on your computer though. You may have itunes all ready in that case when you plug your ipod-touch it will open automatically if not you can download itunes here: http:/www.apple.com/itunes/download
NOTE: it is set up to download the mac version at the bottom there should be a button saying get itunes for windows click that and it will be set up for windows.
otherwise i think you can just use your ipod as a drive and drag and drop music files into it and it should work, but you need itunes to activate your ipod at first.

The cheapest ipod is the ipod shuffle. It is about $60-$100 I believe, doesn't have a screen, and is a little smaller than a matchbox. If you are looking cheap, but want a screen, check out mp3 players. The next cheapest ipod is the nano, and is about $150-$200.
