This is a very complex and philosophical quote by Joseph Stalin. If broken down though it has a very easy answer to it.

What Stalin means by this quote is that with out man there's no problems. It's man who this world is design for, and it also man who's corrupting it. (Man as in Human being). I THINK Joseph Stalin was cruel because of his messed up childhood. When he was a kid he was not only totally poor, but lost all of his siblings...even though that's no reason to not care about anything and just kill people when you feel like it!!!
