first thing i would check is to make sure there isn't a piece of wood or something jammed between the blades and housing. i don't know if your blower is shaft or belt driven. if belt driven check the belt and pulleys. if it is shaft driven try to spin the blades by hand, if they turn free then the shear pin is broke. look for a small round steel pin in the same are the blower shaft attaches. it should go through the shaft all the way from side to side.
