A friend who is also a nurse told me that these bumps arise when your body is lacking in the Omega-3 Fatty Acids. I have been eating avocados, which have the Omega-3 fatty acids, regularly and have noticed vast improvement though the rash is still there. I plan to supplement with Flaxseed oil. Fish is also rich in the Omega-3 Fatty Acids.

You could also try bio oil, or some cheaper version. My mum uses this on hers and it works really well :)
Could be eczema, or dermititis or just a skin condition from what you wear or rubbing. There is some creams you can get to put on it such as over the counter cortizone cream with a low dose and apply a thin layer - but of course if your worried have it looked at by a doctor.
