The moving vehicle is at fault. It would be the same answer if your were driving forward and the same thing happened. It is every drivers sole responsibility to be aware of everything around his/her vehicle whenever it is moving. My dad gave me 4 little words to remember whenever operating a moving vehicle: "Leave Yourself An Out". It has two meanings:
# Always leave yourself an 'escape path' to get out of a nasty situation - this means never following to close to the car ahead and never pulling up bumper to bumper at a stoplight ... in either case, you virtually have 'no way out'.
# Always have the thought that nobody else can see you - you are invisible - this means you have to watch out for the other driver at ALL times, and there are no exceptions to that rule - requires defensive AND offensive driving technique constantly. I've not caused any accidents in over 44 years of driving using these simple four words.
Can you park your vehicle next to a red painted curb?
yes if you have a handy capped sign and there is no fire hydrant.
It means you should slow down and be prepared to stop if necessary.

Usually it's 10 or 15 and in some places it's as high as 20, but if you're not sure, go no more than 5 and you won't have a problem.

Why is snow or ice in a car wheel well dangerous?
It could interfere with steering in two ways.
1. If it builds up solidly around the tire it might stop the wheel from being able to turn to hard to the right or left.
2. If a big chuck of ice breaks off it might go under the tire which would be like hitting a rock.

If you are skidding forwards and the vehicle is straight, and your ABS is working, leave the brakes on and let it work. If you don't have ABS or it's not functioning, let off the brakes and pump them.

Or when you want to coast. Driving a Standard: Anytime you start, stop, change gears, want to coast/roll...etc

Slow down and if possible come almost to a stop. While still moving, steer back onto the road. The danger in steering back onto the road at a higher speed is that you might loose control and cross the road into opposing traffic and a possible collision.

There really is no advantage to increasing your space cushion, the problem is that other drivers always think you are being courteous enough to allow them into your lane.

It is normally considered safe to do so on a level or slightly inclined surface. If it is on a hill, you should use the parking brake as a precaution. Having said that, it is against the law in San Fransisco to park your vehicle on a hill without the wheels turned toward the curb. If the car were to slip out of park, it would roll to the curb and stop. San Francisco has cars that roll away on a daily basis in that city.
