If you still have the owner's manual for the 2004 echo there should be a specifications section that will tell you the oil capacity (drain and refill) with a filter change and without a filter change. For instance, I have a 2002 Toyota echo. On page 217 of my owner's manual it shows that the capacity with a filter change is 3.7 liters, 3.9 quarts or 3.3 imperial quarts. I would imagine that the oil capcity of your 2004 echo is similar. After you change the oil and filter add the 3.9 quarts and check the oil level on the dip stick. Also note, my owner manual states that the amount of oil to fill between the low level and the full level on the dipstick is 1.5 liters, 1.6 quarts and 1.3 imperial quarts. Most of the items mentioned above can be replaced yourself for little cost. Search eBay for lowest prices. My 2000 echo was experiencing sluggishness, I tried almost everything before fixing the problem, which was the fuel filter and pump. I don't know which was the problem, because I replaced them at the same time. Both can be had for around 30 dollars, and they are both part of the same unit, which is inside the fuel tank, and is accessed somewhat easily by pulling up the rear seat cushion (see service manual for details).
A dirty throttle body or worn out mass air flow sensor is really the most likely problem, both are common issues for an echo with more than 100,000 miles. The throttle body can be easily cleaned yourself, mass airflow sensor is also easily replaced.

If that isn't it, then in general P1349 is a misfire or ignition issue under most general OBD-II - but Toyota spec'd OBD-II has it as a VVT malfunction. Unfortunantly - hard to tell which it is. Might be the ignition timing set too advanced (VVT-i issue) or low fuel pressure (bad or clogged injector, bad or low flowing fuel pump/regulator). An emissions test could tell you which one it is. If you want to try a quick fix on your own, I'd start with the basics, change the spark plugs, air filter, and maybe the pcv valve, all these are cheap and easy. Other things could cause the problem though, so if the quick fixes don't work, I'd lean toward the injectors.
Seafoam and other additives are very good solvents that can help clean the injectors - but may not be strong enough to clean off these injectors. Injector cleaning services generally don't work that well - best way is to have these cleaned ultrasonically or replaced (very costly).

p0420 is the only common fault I know of for the Echo. The software is too sensitive, this could possibly be fixed with a firmware upgrade which is exactly what Toyota did for the Rav4 which had the same problem, but in the case of the Rav4 they issued a recall. The Echo has NOT had a recall for this issue. The car will often run fine, pass emissions tests, and get normal fuel economy even after the p0420 code comes up. The dealer will charge $1400 to put in a new catalytic converter (they replace the full assembly from engine to tailpipe). If you decide to save by using an aftermarket cat the p0420 code will in many cases will come right back. Of course the code can be caused by other things too like O2 sensors or MAF, but often replacing these will not be enough to keep this code from coming back.
