Well, it really depends on the model, but for the most part, the Supra takes it with the inline 6 that is reported to have 220 horsepower naturally aspirated, or 320 with the turbos.
The 1999 Eclipse could only compete in the GS-T model, which has 210 horsepower stock. The naturally aspirated 2.4 liter only pulls, If I recall, between 140-160 hp.
Of course, there is more to consider than horsepower. If the eclipse is lighter, (which I believe it is) than that 10 hp deficit could easily be over come by the less weight, and the GS-T may just take a 2002 Supra. That is just one example of the millions of factors involved besides horsepower!

You would have to use a TT ecu and harness, a TT driveshaft, swap the TT diff flange onto the NA diff, and somehow figure out how to make the TT computer run the NA engine with the incorrect sensors and a distributor. Probably better to do a full swap.
You could also swap the NA valve body in the TT trans, use the cable line pressure control, the NA solenoids and harness's and run it like that.
