Popeye wears a Chief's Cap but the cap color during this period of time should be the same as the uniform color being worn (white for white, Blue for blue, etc).

There is a number of Ph.D. commissioned as a Jr. Lieutenants, and there are 95% of the Captains (O-3 or O-6) have no more than a master's degree. Education compliments promotion, but it does not ensure your success in the military. However, it cannot be denied one fact that there are correlations between good communication/critical thinking skill and good leadership, as these skills are horned through formal education.

Officership in military is largely determined by leadership and management ability, which required many years of experience working in various duties positions. Very advance scientific research projects are usually contracted to civilian scientists while an officer supervises the project.

Aside from long-standing tradition, it has always been found to be prejudicial to the rule of maintaining order and discipline, as it underrmines the military rank and authority structure. Having said that, the practice does occur in secret, and quite often couples will wait until one or the other has separated from the service to get married, at which point there's not much the military can do, unless it can (and wants to) prove that those involved were involved during their time in service together. The problem is that it's virtually impossible to keep such a secret while in the military, and the military does not look favorably on such relationships.
