What ranks can live off base in navy?

Just about any rank. However, you may not get BAH for it. Most E-3's and above won't have any problem getting approval if they are married or have dependants, especially if the barrack is close to full compacity.

I know a few that were denied off-base housing. What they would do is "maintain" their barack room and say they were living there; keeping some clothes, blanket, and pillow there for inspections, but were actually living off-base at their own expense.

How is the Navy different from the rest of the other branches?

Unlike the other branches, the Navy can operate and fight in the air, on water, under the water, in Space, and on land. The other branches are typically limited to 2 or 3 of those, but not all.

The Navy is also normally the first service that can respond quickly to an international crisis, its ships being strategically positioned around the globe for such reasons. Army and Air Force units must rely on assets that aren't as covert as those operated by the Navy. For covert land operations, either Marine Force Recon Units or Navy SEALs are used. The Marines are a separate service branch, like the Navy, under the Department of the Navy. Marines are typically embarked on Naval vessels as quick reaction forces. SEAL's use Naval Aviation, their own operators (SWCC's), or submarines for covert insertion.

The Navy has all elements of warfare and hardware that all of the other services have and use independently, but not as a whole. This is primarily due to their unique mission in keeping strategic waterways (Sea traffic lanes) open. The U.S. is a Maritime nation - we depend on many strategic materials to survive (and not just oil). Without the constant flow of those materials, we wouldn't last.

What does MS3 stand for in Navy?

MS3 is the old rate/rank for a Mess Management Specialist (MS) Third Class (Petty Officer), or a Navy Cook. The rate was changed to "Culinary Specialist" (CS) in 2004, no doubt to make it sound more professional and appealing for recruiting purposes.

What are some areas of specialized training for the Navy?

There are literally dozens of career positions in the Navy, all of which require specialized training. Each field, even cooks, have their own levels of special training that each person goes through. Even if a person doesn't enter a career field, the basic seaman still receives special training in shipboard operations, seamanship, boat handling, etc. and many other things required of any sailor on a naval vessel.

Some more prominent careers and training are:

Special Operations - EOD, Combat, Sky Diving/HALO, SCUBA, Martial Arts etc.

Electronics Careers - Basic Electricity/Electronics, Advanced Electronics/Digital,

Intel - Language training

Master at Arms - Police operations/training

Each warfare branch also has it own qualification process requirements. For example, I as a Submariner had to Qualify in Submarines, a process which takes about 10-12 months for the average member. Nukes take a bit less time since they already have the knowledge required for the Engine Room and Reactor spaces. Some branch qualifications are mandatory, others are not, e.g., all Submariners must qualify in submarines regardless of rank to serve onboard a submarine. If a person move to a different class of submarine, that person must requalify on that class.
