I think this definitely depends on what your website is for. I'm a webdesigner/engineer myself and I usually do all the work myself. The only 'roles' I can think of are engineer, designer and depending on what your goal is on the website you probably should have somebody promoting the website. I think making a website is not that easy as just write some scripts and put it on the internet. Promoting and getting a website a function is also part of making a successful website. So i'd say three, but again, this is totaly depending on what you have in mind.
