What do you mean "wiping it" and "reboot"? Are you saying that you want to reinstall the Operating System without having to format your hard drive? If that's the case, then yes (if you're using Windows XP--I'm not familiar with other OS's).
Put the Windows disk into your CD/DVD player. When it asks you what you want to do, close that window. Restart your computer with the disk in the drive.
If the CD/DVD player is set to have a higher priority on the boot device list than the hard drive that Windows is on (found in the BIOS settings), it will ask you if you want to boot from CD (or something). Choose to do so.
At some point, it will ask you if you want to install Windows or go to the Console Recovery. Choose to install Windows.
Then, it will ask which hard drive and directory you'd like to install Windows to. Choose the one that you were using before. It will detect the old copy, and ask if you'd like to Repair or Replace it (I think). Choose Repair.
That should install a new, uncorrupted copy of Windows over the old one. If you're doing this because you have some sort of malware, make sure you disable System Restore before you bother with this. Also, you may be so FUBAR'd that you have to install Windows onto a different hard drive, and boot from there.
