As told to me today by my financial advisor, a 14 day window means that you can have your credit pulled more than once within a 14 day time frame without it counting against you. After the 14th day any credit pull will count against you again bringing your credit rating down. Once every 30 days is okay or within a 14 day time.

Ubuntu cannot be run "on" Windows 98 as if it were a simple application; they are both operating systems and thus cannot exert control of the hardware at the same time like a typical operating system does. Ubuntu can be run in an emulator or virtual machine on top of another system, as the emulator presents "fake" hardware and thus does not affect the "real" system. There are no virtual machines for Windows 98, but there are a couple of emulators, such as Bochs or QEMU, that can be used to run Linux (at a great performance penalty).
Another option, though difficult to set up, would be to use Loadlin. This can boot a Linux kernel from MS-DOS by replacing it in memory and warm-booting it. However, simply installing Ubuntu or another distribution normally would be far easier than using Loadlin these days.

You can also check/uncheck the programs you don't want. There is a chance that your machine may not have this function, if it wasn't loaded during the machine's setup. If not, then you will have to go and get it off the 98SE CD. The startup configuration utility can also be started by going to the 'Run' item in the start menu and entering 'msconfig'.
