I assume you mean the contents of the hard drive as opposed to, say, replacing a broken screen.

Most computers come with either a set of discs that can be used to do this, or instructions to make the discs yourself. If yours did not (or if you lost them, or didn't make them in the first place) you could try contacting the manufacturer for replacements, which are generally available at a nominal cost.

If you're really paranoid, you might first get a utility like DBAN ("Darik's Boot And Nuke") which is a CD that you put in the computer when it boots that will allow you to completely erase the hard drive before you restore it. You can even have it write null data to the hard drive, meaning that even tools designed to recover deleted information from a drive won't be able to do so. This might be useful if you were giving the computer to someone else and didn't want them to have access to your data. Also, if your computer was infected by a particularly nasty virus, this will completely erase the drive to remove all traces of the virus.

What allows the user to change the attributes of a file such as location file name or file type?

Well it would help if the question was a bit more specific but...

in say Microsoft word i could change the files name by doing a save as, this would not only allow me to set the file name but also the format that i would be saving the file in and where i want to save it.

In say windows explorer (just having a file open in Windows) you can right click on any file and select properties and from there you can select and change the file name, extension format. also in windows explorer i can change the file location by simply copy/cutting it from one location to another.
