I believe the last few years of Rav 4 has been recalled. It's best to check with a Toyota dealer. It's free.

I turned the ignition on, put it in gear and without warning it surged forward at such a high rate of speed; it went about 4-5 feet before I could apply the brakes. I was pushing on the brake so hard trying to stop it, it left a skid mark about 18" that's when the brakes went completely down to the floor. I started pumping the brakes and threw it out of gear. At that time it stopped surging forward but the engine was still racing. Then I turned the ignition off.

By "silent recall" I'll guess you mean factory authorized repairs. Those are done when a vehicle owner shows up at a dealership with a specific complaint. The dealer will have an authorized (usually free) fix recommended by the auto manufacturer. That information is available online. Go to Toyota's website and look for the FAR's for your vehicle.

The 4 Runner is not a drive by wire system. Meaning the gas pedal is Mechanically connected not Electronically connect via a computer. It's still connected the old fashion way. (Thank You!)
No one had died due to the recall but 56 have died in recalled cars.

no there is not and if you have a 3.0 engine, good luck finding one, we own a service center in PA and we had a heck of a time finding one to replace it.
