I don't believe there to be any definite law as to what would happen if a president had not been selected before Jan 20th. If the president had not been decided due to a lawsuit about counting vote or the eligibility of voters, the Supreme Court would make a ruling saying who wins. I'd go out on a limb and say that no matter what, the Supreme Court would make some kind of ruling before January (if the election is held up in a lawsuit)
