Do you need a web server to publish documents on the web?
Simply put, it is EXTREMELY rare
In more detail...
Well think of it this way. You search something. It comes up with a googlewhack. You go online and tell your friends. You go to look it up again and it comes up with two hits - the one you found and the one you made. That's how easy it is to ruin a googlewhack. Once a googlewhack is made public, lots of people write the answer down on their own site, and add even more hits. And once a new page is made on a website you cannot get rid of that page, so your googlewhack will be lost forever.
In spite of all that, over 636,000 googlewhacks have been found and officially recorded (see http://www.googlewhack.com/tally.pl) even though they have about 500,000 hits currently.
Just how rare a googlewhack is, nobody knows, but if you use the right words you could eventually find the perfect 1! Just to give you some insight, I have only been googlewhacking for a week, and I've gotten down to two hits twice. I have found a googlewhack, really, but not by the rules (it's made up entirely from numbers). If you want to veiw my numeral googlewhack, here's the numbers:
2.2.3.2.0.0.0.4.1.1. (I hope the periods help keep it a numeral googlewhack! Please don't copy this onto your site without the numbers, or it won't be a numeral googlewhack anymore!)
That's all I have to say on the matter. I hope that answers your question!

How does a DNS resolve an IP address?
A DNS client "resolves" an IP address by sending a specially-formatted request to a DNS server. The client has to know the address of one or more DNS servers in advance. The reply from the server may be a direct reply with the IP address associated with the hostname, a referral to another DNS server, or a response indicating the requested name can't be found in DNS.
Typically, the request will ask the server to "recurse", i.e. if it cannot answer the question from it's own local memory, it should go ask other servers on behalf of the client. This behavior helps the local server build up it's own cache of addresses frequently looked up.
Another form of query is called iterative query, where a client machine sends request to a known DNS server , if that DNS server fail to resolve the domain name into a IP then the client sends the request to another DNS and this process goes on and on until it get the required IP resolution by sending sending address resolution request to all its known DNS.If every known DNS fail to give the IP, then client goes to the root domain.
How do you get back computer cookies after they have been deleted?
You're better off re-visiting a website and let them re-write it.
If the cookie contained a password (If you clicked "Keep Me Logged In" for example..) and you cannot remember your password, use the password recovery tool provided on the website. (most have them..)

Why don't ISPs offer email forwarding services?
Some do, for a fee. If you're asking why an ISP wouldn't forward your mail from your old ISP to your new provider, the answer is that you're no longer paying them to handle your mail, so they won't do so.
But some will, for a fee.
It depends on how you choose to scale them. Top 10 based on number of users? Top 10 based on performance? Top 10 based on security?

How can you use the TAB key to get the right answers on quizzes?
Games and animations made in Flash, including quizzes, can use the TAB key. It will cycle through all the "clickables" one by one when pressed. Clickables are the areas that do something when clicked on, so you can determine where clicks work using TAB. It can be useful for "pixel-hunt" based games, in which you're searching for certain areas onscreen. TAB isn't generally very useful in quizzes, where the answers are clearly visible. The Impossible Quiz and its sequel, however, tend to include a pixel-hunt, and so have safeguarded against tabbing - hitting TAB will result in an instant loss!
