I have had symptoms similar to this and it turned out that I was very very dehydrated and I wasn't producing the normal amount of moisture. It was a case of dry skin. Scratching or rubbing will just make it worse and lotion is NOT a good idea. What I ended up using was a personal moisterizer (which can be expensive). I went with a cheaper solution. I stayed super hydrated and used tiny amounts of Astroglide (which is a lubricant and personal moisterizer). That worked for me and in about a few days I was feeling comfortable and back to normal.

Also, you could try using any type of moisture blocker such as baby powder or talc which in terms eliminates moisture and keeps you dry.
