More precise it is as if he is filled with air or even more accurately gas. Sounds like he has developed a gas bubble. While it is possible to eliminate this through inserting a sterilized needle into the bubble region to relieve this pressure and then treating with antibiotics to prevent infection, this procedure can cause complications and possibly kill your fish.

This could be many things. You could have an aeration unit that provides too much gas into the system. This would not be a problem. On the other hand, you might have high amounts of minerals in your pond and these minerals may be gathering at the surface as the water evaporates. I would do a water change if you haven't done one in a while. If you have then I would look into aeration and filtration units. Most aeration units built for systems of that size are adjustable so it might make sense to look into the functionality of the systems you have regulating the pond.

Will 10 Neon Tetras 10 Zebra Danios 2 Peppered Corys and 5 Ghost Shrimp be okay in a 29 gallon tank?

They will go fine - try to use a fine gravel so that the cories can root around nicely - maybe even consider adding a few more cories? bring it up to 5 - they will be much happier. Keep the PH at 6.5 - 7 and make sure the ghost shrimp get enough food - they can starve. Good luck
