Depending on what kind of necklace you're talking about, you can make it yourself. You can use a short chain with lobster clasps on either end if it's a chain necklace. If it has nothing for the clasps to hold onto, you can consider using bits of a rubberband and tying them instead of using lobster clasps. Then later you can pull the chain until the rubber stretches away from the necklace and cut it. I'm sure there are more inventive ways than the rubberband if you want it to look more discreet.

What temperature does a mini torch put out?
Well... it depends. There are a lot of objects purporting to be mini-torches... everything from pen-sized mini-torches to hand held jobs, to oxyacetylene torches that will tell you exactly what temperature ranges to expect. I'm going to assume that you are asking about mini propane torches, because those numbers are harder to find.
After looking at several different propane models, the answers the manufacturers gave ranged somewhere between 2,300 degrees and 2,500 degrees as a maximum temperature. This seems to be the norm for a quality pen or handheld mini
torch.
However, to be SURE that you have the right range, for something like soldering or shrink tubes, you want to contact the manufacturer to make sure you can get it as hot as you need it.
If you are curious as to why propane torches are vary in their temperature so much and oxy doesn't, please see my discussion at the link below.
