well, maybe they feel this way because it happened to her/him before and that someone just don't want to get hurt again. Make him/her feel comfortable around you by being there for him/her, cheering her/him up, talking to her/him more and let that person know that you care about her/him. Be closer to her/him, its not just gonna take like a week and she'll/he'll be with you, it takes time and if you really love this person, you wold wait until he/she feels comfortable around you.

since my first breakup ever, in seventh grade, i have never shed another tear because of a guy. litterally. If he is still confused about what he wants at this time then he is in no position to be in a relationship and cannot commit. Give him some time and space - don't pester, pressure, be overbearing or needy as guys do not like it - it will only push him away.
