The closest subway station is the Kingston Avenue station on the 3 train (of the 1-2-3, the red line) and 4train (of the 4-5-6, the dark green line). This is half a block from the synagogue, which is on Eastern Parkway between Brooklyn and Kingston Avenues.

Note that the 3 train does NOT stop at Kingston Avenue from 11:30 PM to 6 AM, and the 4 train ONLY stops at Kingston Avenue from 11 PM to 6 AM.

It depends on where you're coming from. You can take the 2 or 3 (of the 1-2-3, the red line) or the 4 or 5 (of the 4-5-6, the dark green line) to Borough Hall (at Joralemon Street), then walk half a block east on Joralemon Street to Boerum Place and half a block south to 14 Boerum Place.

Or you can take the A or C (of the A-C-E, the blue line) or the F (of the B-D-F-M, the orange line) or the N or R (of the N-R-Q-W, the yellow line) to Jay Street-Metrotech (also on Joralemon Street). Then walk 2 blocks west on Joralemon Street to Boerum Place, and half a block south to 14 Boerum Place.

Note that the N only stops at Jay Street-Metrotech from 11 PM to 5:30 AM, when the R isn't running.

if it's state government then it's your governor. in your case which is local government means your mayor. so to answer your question it's your mayor from whatever city your from.

For counties it is the County Executive while cities and towns have mayors.

Without knowing the facts in your case I will post a Statute from New York dealing with a Levy on Real Property. Insofar as I can tell, and without knowing your situation here is a New York statute that may answer your question:

§ 5235. Levy upon real property. After the expiration of ten years
after the filing of the judgment-roll, the sheriff shall levy upon any
interest of the judgment debtor in real property, pursuant to an
execution other than one issued upon a judgment for any part of a
mortgage debt upon the property, by filing with the clerk of the county
in which the property is located a notice of levy describing the
judgment, the execution and the property. The clerk shall record and
index the notice against the name of the judgment debtor, or against the
property, in the same books, and in the same manner as a notice of the
pendency of an action.
