How much prison time do you actually do on a 60 month state sentence?

This varies from state to state. While some states will release you after you've completed at least a third of your term, other states have laws which state that one must complete at least 85% of it his prison sentence, which may include only for violent offenses, or, as in the case with Florida and federal incarceration, for all felony offenses. But for states that allow them, prisoners are eligible for gain time, time off for good behavior, and other early release incentives they must earn, which can take off a substantial amount of prison time.

Are child molesters kept separate from the general population in California state prisons?

Prison overcrowding creates problems in maintaining adequate and sufficient buffer zones for inmate protection however every effort is made to prevent violence against inmates. Prisons in truth are run by the prisoners and not by the staff. If the lines are crossed or the code is broken someone will suffer. Sexual predators are often the targets within the system. Murders are high in the prison heirarchy. Sexual offenders are at the lowest rung of the ladder. Are sex offenders officially sequestered in CA state prisons - no. However, if they request Protective Custody status, they are housed separately from the general population.

What Federal laws define medical neglect of inmates?

There aren't any Federal laws defining the medical neglect of inmates. There are rules and regulations relating to how inmates are treated in prison as regards medical care. These regulations are found in the Code of Federal Regulations, Title 28 (28CFR). If you or anyone else believes that a given inmate in Federal correctional custody is not being treated in a way that adequately provides (provided) for his medical needs, you or someone else, or a group, will have to gather evidence and make your case. Certainly the folks on the other end of any action will have their notes and records in order, and they'll have a United States Attorney of some sort or another going to bat for them. The burden of proof is clearly on you. A link to the Code of Federal Regulations can be found below this post. You'll have to do some searching to find exactly what you're looking for. Note that the wording of the regulations will have a "general" tack to it. Something like, "an inmate will receive prompt and appropriate medical treatment for injuries suffered in a fall" or the like. (That was "made up" to serve as an example of the language you can expect to encounter.) It's not going to read like a clinical guide to medical intervention or a nursing text. Latitude will be given to the medical staff in the correctional setting. You or anyone else won't be able to second guess them from the street. Good luck finding what you are looking for.

Do you have catalogs for inmates to order from?

Can a local government incarcerate homeless people who are a threat to a community?

If by "threat to the community" it is meant that they have violated federal, state, or local laws, yes; it happens daily. If something else is meant, then no. No US Citizen or non-citizen may be arrested or incarcerated in the US unless that person has violated federal, state, or local laws that permit incarceration.

In many parts of the world any government body may arrest and incarcerate oneone at any time without giving a reason. The USA is also guilty of this.

When looking up charges on line charges come up as dismissed due to grand jury indicatment does that mean all charges have been dropped?

It is unwise to try to decipher such notations on legal and court documents. Ofterntimes they are written in a sort of shorthand, or 'jargon' which means something only to the person who wrote it.

However - it APPEARS that the defendant MAY have originally been charged with multiple offenses, and the Grand Jury rolled them all into one charge and dismissed the others. The fact that the notation says grand jury indictment indicates that the defendant has been charged with SOMETHING.

Does TN have bench warrant reciprocity with PA?

There is no "reciprocity" other than extradition between TN and PA or any other states. If there is an arrest warrant in State X and the person wanted is in State Y, X has to ask Y to allow them to come in to Y to retrieve the prisoner. This request will not be made unless the authorities in X are willing to spend the money to send officers to Y to escort the prisoner back to X. The process of bringing the prisoner from one state to the other is called "extradition."
