Those resources retain their own agency jurisdiction and legal authority, but coordinated through the UC and Operations.

The UC can establish objectives for scene safety, traffic detour, fire suppression, extrication, patient assessment and transport, vehicle removal, road cleanup and repair, and orderly demobilization of resources when their respective objectives have been met.
