Because when they inflate when they're underwater they're sucking in water! They are NOT filling with air! They have a modified stomach which gives them that typical rounded shape and it's that stomach they fill with water to bloat.
If you take them out of water, they will panic and try and do the same thing, but because they're in air, it's air they suck in. When they do it underwater they can expel the water afterwards fairly easily, but they can't do the same with air and often die because of it.
