An alternative to using a net is a sabiki rig on a light weight rod with 6 lb to 12 lb test line, which originated in Japan and consist of a line with 4 to 6 small hooks dressed up with bright colored skirts of some sort of reflectant material. Sabiki rigs could be purchased at most sporting goods stores and tackle shops. This is a great way to catch mackerel and sardine off piers and docks. For best results when fishing off piers and docks is to cast it using 1/2 oz to 2 oz depending on currents and retrieve it slowly giving your rod two quick jerks and winding twice alternating. Mackerel is great bait fish for bigger sport fish such as Lincod and Wahoo.

I'm not sure if I've ever seen one specifically on fishing reels, but there are a lot of books that have a variety of sections, and you might find one with a chapter on reels. Chicken hearts are also good and can be subbed for the gizzards.
