I would not consider hiring any handyman unless he was licensed, bonded and insured. In Maryland, the entity that licenses handymen is the Maryland Home Improvement Commission. In addition to the bonding and liability insurance the handyman should carry, the MHIC charges licensed members fees which provide additional insurance to homeowners.
For plumbing and electrical job, a General Contractor's license is acceptable for what is called "light plumbing" or "light electrical." Generally this includes installing fixtures or simple repairs, but does not include opening walls, running new pipes or putting in breakers or bringing power into the box.
