The shelters fill up fast, especially in cold weather. The alternative is a night curled up under a tree or bridge, hopefully in a place where they won't be victimized by whomever happens by. Homeless people are quite often targets of crime. The Salvation Army and St. Vincent de Paul are two organizations that help the homeless and destitute. There are many others by different names, sometimes local churches can provide some relief in their community.

This was the cause for the great depression. FDR was able to resurrect our economy by raising taxes on the rich (winners) by up to 91% and redistributing it to the poor (losers) thus keeping all in the game. It will be tough to find a leader that could do that in today's era though as the rich now own powerful media companies that can manipulate the masses in ways that they could not in the 30's. Sorry

A 'Transition to Stability" program could propel these people into productive citizenry and permanent housing/employment.

I submit that there is no reason any human being should be without shelter and a clean place eat, shower and shave everyday and a place to wash their own clothes.
