If you're talking about image files, PNG is short for "portable network graphics" and is a file format similar to, but distinct from, the GIF standard. PNG was developed largely due to two problems with GIF:
GIF only supports 256 colors within a single image
GIF uses the (patented) Lempel-Ziv-Welch compresssion scheme
PNG avoids both of these pitfalls, supporting 24-bit color (about 16 million colors per image) and uses a different, nonpatented compression algorithm. The increased color depth is the main issue today, since the LZW patent expired about ten years ago anyway.

A standard 24bit JPG file can have up to 16,777,216 different colours.

So each of the red, green and blue components has 256 different shades, combining these together gets us 256*256*256 = 16,777,216.
More or less bits can be allocated to the RGB components of a jpg file but it should follow roughly the same principle.

How do you bring image into illustrator?
This depends on the type of image you're attempting to bring into Illustrator.
For jpg, bmp, gif, and other pixel images, you can use File > Open > filename.jpg and Illustrator will open a new document with that image as the first object on the page.
Or, with Illustrator open (but not maximized) you can grab a file on your desktop and drag it into the illustrator window. If you have a file open, Illustrator will drop the contents of that file onto the artboard as if you copied and pasted it. If you have no illustrator files open, it will create a new illustrator document with that image as the first object on the page. This will also work with PDFs.

If you haven't yet taken the pictures, if you can alter the camera settings for the size of the photo to be taken to the lowest possible size and quality.
If you have already taken them, download them to the computer and alter their size by or a suitable propriety program if you have one, or freeware programs such as "PictureTray" or "Photo Resizer". If you have Photoshop or Photoshop Elements on your computer, you can click on the "Image" menu then "Image Size" and enter your values, or you can select "Canvas Size" and enter the values if you want to reduce the size of the canvas that the picture is on without shrinking the actual image itself.

If by 200k you mean file size: using Adobe Photoshop (Adobe Photoshop Elements might also have this feature), open the image that you want to reduce the file size of, then click on "File>Save for Web & Devices..." This will open a preview window of what your image will look like when you save it. Near the bottom left corner of this window it will display what image type is selected for the output and below that it shows the size the file will be once it's saved. On the right side you can select the image format (bmp, jpg, png, gif, etc) and other adustable options below that. PNG-8 and JEPEG will usually give you smaller file sizes. After you select a file format, you can then play around with the Quality or Colors setting, the more you reduce them it will reduce image size, but it will also reduce the color variation in your image, so it is up to you to decide when to stop adjusting it and how much reduction is too much.
Is psd images lossy or lossless?
PSD files are photoshop "work in progress" files. Other than the results of editing, you get out exactly what you put into it. If you want the files to be lossy, you make photoshop lose whatever you want it to. Otherwise, you don't, and nothing gets lost, making it lossless.
