There are more than one ways to anonymize one's referer. The first method
involves the use of JavaScript to redirect the users. This is done mostly
by changing the window.location property of the DOM to the user-requested
value. Depending on the implementation of each site, some will delay the
redirect (possibly to show advertisements) while others will make the change
immediately. From the above list, cleanref.us does the change immediately

The second method of anonymizing involves the meta http-equiv header
which is an HTML tag that causes your browser to reload a page after waiting

A scam, or more precisely - "phishing". E-mail is not the most urgent communication channel (phone is much faster), and besides, if an account is suspect, it will first and foremost be suspended, and the owner will be called in to personally clear things up - an e-mail is insufficient for that.
Also remember that most (some 99.9% of) services will never ask you for your password. They may ask for an answer to a security quesiton, or may ask you to login to your account and input a special code somewhere in there to verify your identity, but sending passwords through unencrypted e-mails is at least very, very foolish.
