First off, your question is formulated on the assumption that reports of a rigged election are true, and if one would grant that was indeed true, that the election was rigged ... what would you have the international community do?

Most Nations are quite reluctant to venture into the internal affairs of other Nation States ... they might make criticism from without, but doing so doesn't change anything really if one doesn't have sufficient leverage ... either in inducements towards persuasion, or conversely, the ability to punish, by withholding a favor, wreak penalty, or cause damage.

Having said this however, I don't agree that the election was 'rigged'. No credible proof that might be verified has been produced, by any party in, or outside Iran.

Mousavi had ample opportunity to submit his case before the Guardian Council and to participate in a recount ... he has declined to participate in those inquiries, or to submit any credible evidence of how the vote had been rigged or altered.

Think about that ... if Twitter feeds and YouTube videos are able to reach outside of Iran ... don't you think that reports of falsified vote counts would be challenged by at least some of that number of witnesses ... if the published vote tallies were indeed falsified or wrong?

To believe that not one of those 650,000 witnesses would have integrity, or to believe they might all be controlled, is more incredulous ...it takes a greater leap of faith to believe in the alternate hypothesis, of the 'rigged election', based on unsubstantiated conjecture and unverified rumor.
