The military did not (does not) make the knives; they are either contracted out (made by a company for the military), or are bought off the shelves by the military. Example: the US Navy bought "off the shelf" it's riverine boat, the PCF-Patrol Craft Fast (Swift Boat) in 1965 during the Vietnam War.
