It almost entirely depends on your internet connection. There's a couple of sites you can test it on but in general for a basic bottom range DSL/Cable connection 3 to 4 people connecting from the internet is pushing it. If your on a local Lan then your ram and power of the computer that's hosting the Server is the main ingredient. I have 4gigs of ram (I have a total of 12gig on the computer) dedicated to the server and I have 4 family members playing without any problems at all, wireless and ethernet.

'Op' or operator is the vanilla Minecraft version of an administrator or moderator in certain permissions plugins. Really they aren't comparable as operator privileges usually are disabled in most permission plugins.
