As a standard harvard computer cannot modify/write its own program the instruction memory is typically entirely ROM and requires special external means of loading it.

Babbage did design an Analytical Engine and Ada Lovelace (as she is better known) wrote an 1843 note on the engine which included what is now recognised as being the first algorithm intended for processing by machine.
