When you say a "video CD" I'm going to assume your talking about a DVD, like you might rent from the rental store.
Your Computer needs 2 things to be able to play DVD and display it on your screen.
1 - DVD CD-ROM DRive (Hardware) That's a special type of CD-ROM drive that is also designed to play DVDs.
2 - DVD Player Program/Application (Software) This is a program that will read the information on the DVD, and display it on your screen.
If you have an older computer, you may not have a DVD player built in, but can add one for about $50 if you install it yourself opr have a friend do it. It should also come with software, if not you can download free DVD software on the internet.
