It can be difficult to make friends anywhere. This is just because people get comfortable with their current friends and don't really branch out looking to add more people to their circle. Making friends becomes even more difficult when you are an adult, since you don't go to school and tend to be very busy with household responsibilities, therefore your opportunities to meet new people are limited.
No matter what your religion or location is, this is probably the reason that it has been hard to make friends. There are many things that you can do to try to find new friends, and specifically to find Mormon friends in St. George:
First - get involved! Just going to school or work isn't enough. Join community groups that catch your interest. There are tons of different community groups in St. George, and Mormons are very involved in many of them. You could also join with local groups on social media sites such as Facebook.
Second - be friendly and outgoing. Perhaps people just don't realize that you are interested in being their friend. Make it a point to talk to your neighbors and have conversations with people you come in contact with.
Third - specifically if you want Mormon friends, get involved in church activities, even if you aren't a Mormon yourself. Mormons aren't trying to ignore outsiders, but often they are simply too busy to notice them, or they just assume that others aren't interested in them. However, once they realize that you are interested in being friends with them, they will be excited! (I promise) Kids could get involved with a scout troop or youth group hosted by a local congregation. Adults and families can attend activities and meetings of groups geared toward them. Or you could always visit a worship service and introduce yourself to the people sitting next to you. You could also try to meet with the Bishop of the local congregation. Even if you aren't a member of the church, he is still concerned about the people living within his congregation's boundaries. I would definitey suggest this if you feel that Mormons in your area are being particularly unfriendly.

For those interested, there is an accurate scale model and virtual tour of the Temple located in the South Visitors Center.
