No. It might possibly be used in any appellate action to overturn the original verdict and gain a new trial for the convicted person. As an inmate in a correctional facility, offenders are wards of the state. So, technically yes. While on parole you are still under the jurisdiction of the DOC. As such, you are legally still incarcerated, your "freedom" is conditional.
