Either starch that coats pasta when you boil it (might tend to be whiter than rest of noodle when it dries), or just dried out noodle (but I think that tends to be yellower than the moister parts of the noodle.) I'm not a food expert....just suggesting what I observed. Of course if you are talking about obviously fuzzy white stuff...throw it out.
