If you look on a bottel of water, you will clearly see that a bottle of water only lasts 2-5 years:Tightly capped. The water will not go bad, However the bottle will. It will break down by UV light and become brittle. The expiration date is just a safety precaution because plastic is not a permanent anti=bacterial storage device.

It was more commonly known during the cold war but it is a room in a house or shelter that protects from nuclear fall out from a nuclear explosion.
