Clearly, she was speaking about supporting the Constitutional right of free speech, and appears to have been trying to illustrate the difficulty law enforcement faced in trying to balance giving space to peaceful protester's, while at the same time denying it those who would foment riot and unrest.

Service members have the right to attend political protests, however, in doing so they are restricted to attending as a person as opposed to a representative for the force under which they serve.
For example, it's fine for an Army service member to attend a political rally, so long as he/she is not dressed to represent the Army. If a service member dresses in a way that purposefully makes the person seem like a representative of their armed force, (IE; that the Army as a whole supports the political movement) then disciplinary action may be taken.

It is my understanding that the Irish hex sign was created by the Irish of General Gerorge Washington's troops with the intent to irritate the Pennsyvania Dutch soldiers with whom they encamped, but the Pennsylvania Dutch maintained their own culture enclave. Even in Berks County the Irish settled in the coal mining regions farther north and the Pennsylvania Dutch in the farming areas. Intermarriage was frowned upon but occurred occasionally with mixed results as far as social stigma results. The Irish hex sign was promoted in the encampment with the slogan, "Hurrah, hurrah, the Irish ain't much but they're a whole lot better than the Pennsylvania Dutch!". Evidently, achieving a united United States in order to fight the British was not an easy job.
